SUBSIDIES FOR THE INVESTORS IN LOW ENERGY CONSTRUCTION

First commercial low energy building, built in the territory of the Municipality Karpos, was promoted on 25 January 2012. It is investment of a private company "VENS Engineering", which incorporates high standards in renovation of already constructed building on St. Strushka no. 11a and the other two which are now under construction on the same street no. 9v and 8a. They are among the few examples of investors who are pioneers and promoters of construction of facilities that use renewable sources of energy for heating and who make energy saving, i.e. consume less than 50 kWh/m2 energy per year and making them first candidates to receive an "energy passport" A-category according to EU categorization.

Mayor of Karpos, Stevce Jakimovski, signaled the adoption of the Municipalities Rulebook, which defines the upper limits allowed for investors in construction and reconstruction of residential and nonresidential buildings as a condition for obtaining a building permit (measures of thermal insulation, doors and windows and use renewable sources of energy).

Although more than three years passes from adoption of the Energy Law, he said, the Government of the Republic of Macedonia and relevant ministries have not yet adopted rulebooks and methodologies for energy audits, and thus commitments for new buildings and additions.

To stimulate the construction of such facilities in the municipality until the adoption of rulebooks by the state, Jakimovski announced that new rulebook will apply to the Karpos Municipality that should be adopted at the next Council meeting. It provides subsidies for land compensation paid by investors. Specifically, 20 percent of paid utilities, will be returned to the investors of such facilities, a great financial relief to them, and will affect the cost of such low energy housing.

Karpos Municipality fully supports these investors, that deserve subsidies and support at all levels, state and local, he said. We consider that our own example of application of energy efficiency measures will convey, not as exception, but as a rule of behavior and thinking of all investors and constructors in the territory of the Karpos Municipality.

The apartments in these buildings are with the same market price as commercial apartments in the city, about 1.200 EUR/m2, beside embedded first class materials by EU standards and standards for saving energy, said Milos Konstantinov- owner "VANS Engineering". He also stressed that standards for low energy and energy efficient buildings are met.
