For strengthening the capacities of the local authorities for energy efficiency issues the Project unit prepared project proposal for the Czech Trust Fund named “Preparation of a report on the Czech experience in implementing the EPBD and organization of a Study-Tour for representatives of Local Self-Governments to relevant stakeholders in the Czech Republic with the aim to raise awareness among and strengthen the capacities of local authorities regarding the compliance of laws and regulations deriving from the transposition of the EPBD and the successful implementation of energy efficiency programmes for public buildings on the local level “. Local governments are key stakeholders for creating sustainability of the ExCITE software (for the inventory database and the climatological database) and additional support aside of the project document would result in a bigger commitment of the stakeholders to fulfill their obligations during and after the time frame of the project. The application for the strengthening the capacities of the local authorities was accepted by the Czech Trust Fund. The contracted company from Czech Republic that facilitated the knowledge transfer and the transfer of experience from the Czech Republic into the country is Porsenna.
Main outputs of the proposal are:
1. The Czech experience in implementing the EPBD analyzed and recommendations provided with special regards to the Output 1, Output 2 and Output 3 of the UNDP Energy Efficiency Project, summarized in report (full report | summary). Two experienced consultants from Porsenna carried out one mission in Skopje and prepared a report that was presented on a workshop (2 September 2010) targeting municipal authorities and national counterparts. This workshop will focus on the benefits, lessons learned and best practices of the Czech Republic gained through the implementation of the EPBD
2. The knowledge of local and national authorities regarding the compliance of laws and regulations deriving from the transposition of the EPBD increased and the capacities regarding successful implementation of energy efficiency programmes for public buildings strengthened (study-tour organized from 6 to 10 September 2010, for 12 representatives of Local Self-Governments to relevant stakeholders in the Czech Republic).
